General Payment and Cancellation Policies
Residential Billing Information
- Residential bills are sent in advance around the 1st and 15th
- First of the month – Pittsburg, Oakley and Rio Vista customers.
- Fifteenth of the month – Concord, Bay Point, Discovery Bay, Bethel Island& Knightsen customers.
- Please remember that payment for service is due upon receipt. If payment is not received within two months of the bill date your account will be suspended. A reminder notice will be sent if the service has been suspended.
- If no payment arrangements have been made, carts will be removed 15 days after the date of suspension. In order to resume service the entire balance will need to be paid.
- Accounts resumed after carts have been removed will be subject to a reconnect fee of $20 per cart. If past due amount is paid before carts have been removed reconnect fee will not be applied.
- There will be a $25 service fee on each returned check.

- There is a $75 per container fee for carts that are lost, stolen, damaged, or cannot be pulled after discontinuation of service.
Commercial Billing Information
- Commercial customers are billed at the end of the month for the past month’s services.
- Please remember that payment for service is due upon receipt. Unfortunately if payment is not received within 45 days of statement date the account will be suspended. A reminder notice will be sent if the service has been suspended.
- If no payment arrangement has been made, carts or containers will be removed 30 days after the date of suspension. In order to resume service the entire balance will need to be paid.
- Accounts resumed after carts/containers have been removed will be subject to a reconnect fee of $20 per cart, $100 per bin. If past due amount is paid before carts/containers have been removed reconnect fee will not be applied.
- There will be a $25 service fee for each returned check.

- Rental Properties: We require new tenants to present a copy of the rental agreement before we can start service. We will open the account for the tenant as long as there are no outstanding collection bills for the rental property. If there is a prior outstanding balance, we require service to be opened in the property owner’s name.
- Concord Municipal Code Section 82-37 states: “All occupied premises within the city shall have refuse service.” While the tenant, lessee, or occupant of any premises may be billed for refuse service, it is the property owner who is responsible for the bill if the tenant, lessee, or occupant does not pay, or is unable to pay the bill. Uncollected refuse accounts are the responsibility of the property owner.
- Important: Per Concord Municipal Code CMC 62-32 (1)v., collection carts must not remain at the collection point for more than twenty-four (24) hours before pickup or more than twenty-four (24) hours after your scheduled pickup. Additionally, carts must be stored the remainder of the time in a manner so as not to be visible to the public.
Contra Costa County Ordinance states: It is mandatory to have weekly garbage service and it is the owner’s responsibility for this service. New tenants are required to provide their rental/lease agreement and photo ID to start service. As long as there are no outstanding bills at the property, we will open up an account for your new tenant. However, when there is an outstanding balance, we require the past due balance to be resolved before service will be restarted at the property in the tenant’s name. Otherwise, the service must be started in the property owner’s name. We are basing these policies on the contra Costa County Code, Chapter 418-6 requires by law to subscribe with a collector for collection and disposal of solid waste.

4.20.302 Mandatory Service: Every owner of real property that generates solid waste, refuse, green waste, or recyclables shall subscribe with the franchisee for the collection and disposal of such material. Nothing herein shall prohibit the tenants or users of property from subscribing with the franchisee for service. However, the owner of the real property shall remain ultimately responsible for establishing and maintaining a subscription for collection and disposal service with the franchisee, and for paying the fees and charges therefor.

- Pittsburg Municipal Code (8.04.210 – Collection of charges by the refuse collector) states: It is mandatory to have weekly garbage service, and it is the owner’s responsibility for this service. New tenants must provide their rental/lease agreement and photo ID to start service. As long as there are no outstanding bills at the property, we will open up an account for your new tenant. However, when there is an outstanding balance, we require the past due balance to be resolved before service will be restarted at the property in the tenant’s name.
- Per the Pittsburg Municipal Code: 8.04.080 Collection Containers Placement: all collection containers shall be maintained in a code-compliant location and screened from public view. Additionally, containers must be put away, away from public view, no later than 8 pm day of service. Thank you for your cooperation.

Solano County Code Section 23-30 states: “All persons residing in, a congested area and all commercial or industrial establishments shall be required to obtain mandatory services of a Contractor who has obtained a solid waste, recyclables and green waste collection permit for that Service Area from the Department of Resource Management, Environmental Health Services Division.”
